Ohio EPA Issues Permit for
West Point Renewables Landfill
COLUMBUS, OH (Aug. 15, 2024) - Ohio EPA has issued a permit-to-install to West Point Renewables LLC for a municipal solid waste landfill in Lisbon, Columbiana County. The permit authorizes the construction of a 54.92-acre landfill that can accept up to 4,000 tons of waste daily.
The West Point Renewables Landfill will be built with a dual liner system and Ohio EPA will oversee the construction to ensure it complies with state environmental rules. The landfill will also have a system to collect and manage leachate (liquid that leaks from waste), controls for surface water, and a final cover to seal it after the landfill closes. West Point Renewables LLC must monitor ground water and landfill gas during operation and for at least 30 years after it is closed. The company is also required to provide financial assurance to cover the costs of closing the landfill and post-closure maintenance.
Ohio EPA reviewed the permit application to ensure it meets all of Ohio’s environmental standards. The agency also involved the community by sharing information about the permit, holding a public meeting and hearing, and allowing citizens to comment on the proposed permit. The landfill must have permits from the agency’s divisions of Materials and Waste Management, Air Pollution Control, and Surface Water. Each of these permits include monitoring and reporting requirements that West Point Renewables LLC must follow. Ohio EPA will conduct routine inspections to ensure the company is following the laws and regulations while also being protective of human health and the environment.

Issuance of final permits can be appealed to the Ohio Environmental Review Appeals Commision (ERAC). Appeals generally must be filed within 30 days of issuing a final action. Anyone considering filing an appeal should contact ERAC at 614.466.8950 for more information.

MADison township Citizens Against the Dump
The residents of West Point and Madison Township, OH, request your help and support in opposing the construction of a new landfill to be located on State Route 45, just off Route 11.
Vogel Holdings, DBA West Point Renewables, currently operates a waste transfer station at this location, the old Rosebud Fly Ash facility, which was previously owned by Rosebud Mining.
The construction of this landfill will have a very serious effect on the residents of this small Ohio community. Terrible odors, contamination of water wells, destructionof an endangered species, noise, and over 400 heavy commercial trucks per day on our roads are just some of the things that we will have to endure.
All of the residents of this area source their water from private wells. The landfill proposed by West Point Renewables will threaten the ground water in the area. The citizens of West Point and the surrounding areas rely on wells as their main source of clean drinking water. The citizens have no interest in municipal water. In fact, many of our citizens cannot afford the costs associated with municipal water. Abondoned underground coal mines criss cross like swiss cheese in this area as well, which will increase the speed at which any leaks from the landfill would contaminate the water supply. This includes run off from the massive amount of trash trucks. One Gallon from each truck equals an emense amount of toxic waste that will be deposited in our stream and water table. It has the ability to put more than 100,000 gallons of contaminated water a year into our creek.
Property values are guaranteed to fall by atleast 15%.
Classified as a pristine wild and scenic river, Little Beaver Creek and Beaver Creek, houses 63 species of fish, 49 mammal species, 140 types of birds and 46 species of reptiles and amphibians - including Ohio's largest population of the endangered Eastern Hellbender. Hellbender Bluff and the parklands associated with it are near the property to be used for the landfill.
